    Summary

    Community Development Block Grants (CDBG) provide grants to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities and services. 

    All CDBG activities must meet one of the following national objectives: benefit low- and moderate-income persons; aid in the prevention or elimination of slums and blight; or meet certain community development needs having a particular urgency. No less than 70% of the funds must be used for activities that benefit low- and moderate-income persons over a period specified by the state.

      CDBG funds may be used for activities which include, but are not limited to:

      • Acquisition of real property
      • Relocation and demolition
      • Rehabilitation of residential and non-residential structures
      • Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
      • Public services, within certain limits
      • Activities relating to energy conservation and renewable energy resources
      • Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities

      Generally, the following types of activities are ineligible:

      • Acquisition, construction, or reconstruction of buildings for the general conduct of government
      • Political activities
      • Certain income payments
      • Construction of new housing

      Additional Information

      Organizations and individuals cannot receive funds directly from HUD, but can apply for funding through their local government agency.

    1. Eligibility Details

      All 50 States and Puerto Rico are allocated funding for entitlement and non-entitlement communities.  Grant funds may only be distributed to units of general local government. 

      NOTE: Hawaii has elected not to administer funding under the state CDBG program. In Hawaii, HUD awards the funds directly to the three eligible non-entitled counties using statutorily determined formula factors.

      Award Details

      ?CDBG funds are appropriated to States annually.   Recipients of State funding are divided into two categories: 

      1. Entitlement Communities - Entitlement communities develop their own programs and funding priorities.  Entitlement communities include (1) Principal cities of Metropolitan Statistical Areas (MSAs); (2) Other metropolitan cities with populations of at least 50,000; or (3) Qualified urban counties with populations of at least 200,000.  Entitlement communities are allocated funding directly from HUD.  These recipients receive 70% of the state appropriation. 
      2. Non-entitlement Communities - States develop programs and funding priorities for non-entitlement communities.  Non-entitlement areas include those units of general local government which do not receive CDBG funds directly from HUD. Non-entitlement areas are cities with populations of less than 50,000, and counties with populations of less than 200,000.  These recipients compete for 30% of the state appropriation.
