Summary

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. This initiative seeks to implement crisis response and intervention training. This program furthers DOJ's mission by supporting law enforcement partnerships with mental health, substance use disorder, and community service agencies to improve appropriate and effective responses to individuals in crisis who have behavioral health conditions, intellectual disabilities, developmental disabilities, or physical disabilities and to achieve safe outcomes for all individuals in the community.
This program seeks applications from states, including public institutions of higher education with campus-based law enforcement entities, local governments, and Indian tribes, to:
- Plan, develop, and/or enhance a best-practice CRIT program for officers utilizing BJA's CRIT Curriculum, https://www.informedpoliceresponses.com
- Develop and/or enhance strategies for utilizing officers and other community service providers trained in delivering appropriate responses during interactions with individuals in crisis, including individuals with disabilities, through use of BJA's CRIT Curriculum.
- Plan, implement, and evaluate a training program based on BJA's CRIT Curriculum.

Approximately $5,000,000 was available in 2022.
Approximately $6,900,000 was available in 2021.
Additional Information

All applicants should be aware that under federal law, OJP may not award grant funds to procure or obtain any equipment, system, or service that uses covered telecommunications equipment or services” as a substantial or essential component of any system or as critical technology as part of any system. In general, with limited exceptions, covered telecommunications equipment or services” includes telecommunications and video surveillance equipment or services produced by a foreign entity that is specifically designated by statute, or designated by the federal government pursuant to statute.
The use of BJA grant funds for unmanned aircraft systems (UAS), including unmanned aircraft vehicles (UAV), and all accompanying accessories to support UAS or UAV, is unallowable.

- Public and state-controlled institutions of higher education with on-campus police departments
Deadline Details

Applicants were to submit an SF-424 and an SF-LLL in Grants.gov by April 25, 2023 at 8:59 pm EDT. Applicants were to submit the full application including attachments in JustGrants by May 2, 2023 at 8:59 pm EDT. Similar deadlines are anticipated annually.
Award Details

Approximately $2,000,000 is available in total funding in 2023. An anticipated 8 awards for up to $250,000 each will be granted. Project period is up to 36 months beginning on October 1, 2023. This solicitation does not require a match.
